Hon Joe Ghartey

Minister for Railways Development 

Honorable Joe Ghartey is the pioneering minister of the Ministry of Railways Development. He earned his LLB degree (with Honors) in 1986 at the University of Ghana, BL degree in 1988 at the Ghana School of Law, and was called to the Ghana Bar that same year. Upon completion of his national service as a Legal Officer, Mr. Ghartey worked with prominent law firms in Ghana until 1994 when he co-founded the law firm of Ghartey & Ghartey. Throughout his legal career, Mr. Ghartey provided legal services in the areas of Taxation, Labor Law, Environmental Law, and Company Law, to clients that include national and international corporate entities, and professional bodies. He is a well-recognized expert in Corporate and Investment Law. He has served as: lecturer in various fields of Investment Law at the University of Ghana Business School; lecturer in Corporate Governance and Executive MBA at the Ghana Institute of Management and Public Administration (GIMPA); instructor at the Ghana Stock Exchange; and lecturer on Company Law at the Ghana School of Law and Mountcrest University in Accra. In 2004, he authored the document titled "Doing Business and Investing in Ghana - Legal and Institutional Framework", which has become Ghana's leading legal publication on investment and business. In 1992, Honorable Joe Ghartey joined the New Patriotic Party (NPP). He is currently the NPP Member of Parliament for Essikado/Ketan Constituency in the Western Region of Ghana. He was first elected to the seat in the December 2004 elections and was re-elected in the 2008, 2012, and 2016 elections. During the administration of President John Kufuor, Honorable Ghartey was appointed Deputy Attorney General and Deputy Minister of Justice in 2005. He was subsequently appointed Attorney-General and Minister of Justice in 2006, a position he held until 2009.
